Volta Regional Co-ordinating Council Assessed on 2022 Local Government Service Performance Contract, and Awards for 2021 Assessment Year
On Thursday, 4th May 2023, a 2-member team of assessors from the Office of the Head of the Local Government Service (OHLGS) assessed the Volta Regional Co-ordinating Council on the Local Government Service Performance Contract it had signed for the year 2022 through the Monitoring and Verification of the execution of the contract. The assessors, Mr. Emmanuel N. Nartey; Director of Budget and Mrs. Lutfata Mohaideen; Principal Internal Audit, on arrival at the Regional Co-ordinating Council had an Entrance conference with the Acting Regional Co-ordinating Director and some key officers of the Council.
Following the Entrance Conference, the team considered the attainment of the Key Performance Areas (KPAs) and Key Performance Indicators (KPIs) of the Contract the Council signed by inspecting files, documents and some facilities of the Council. The team was highly impressed with the execution of the KPIs of the Council under the Contract.

- General Administration
- Human Resource Management
- Financial Management and Reporting
- Services
Prior to the assessment at the Council, the assessors had visited the eighteen (18) Municipal and District Assemblies (MDAs) of the Region from 25th of April 2023 to monitor and verify the execution of the Performance Contracts of each Assembly based on Performance Valuation Reports the Assemblies submitted.
Having done with the inspection, the team held an Exit Conference with the Hon. Regional Minister, Dr. Archibald Yao Letsa, Management and some Senior Members of Staff at the office of the Hon. Regional Minister. At the Conference, the team shared with the Hon. Regional Minister and Management a comprehensive findings, and recommendations as feedback from the monitoring and verification of the Performance Contract of the various MDAs. The team noted that the recommendations were to enable the Regional Co-ordinating Council assist the Assemblies improve on their Performance Management Systems
As part of the Conference, the team, on behalf of the Head of the Local Government Service, Ing. Dr. Nana Ato Arthur, presented a citation and a plaque to the Volta Regional Co-ordinating Council (VRCC) for being the Best Performing Regional Co-ordinating Council under the sterling leadership of the Hon. Regional Minister, Dr. Archibald Yao Letsa in the 2021 Assessment of the Performance Contract.
The assessors congratulated the VRCC on its consistency in being extraordinary in the execution of its mandate as a Regional Co-ordinating Council under the Local Government Service Performance Contract for two consecutive years.
Mr. Emmanuel Nartey, during the presentation stated that the VRCC had exhibited exemplary leadership and through hands-on and inventive strategies, planning, monitoring as well as coordination had skillfully executed its mandate to the highest commendation. The Officials on behalf of the Local Government Service congratulated the VRCC for the monumental feat and outstanding performance and noted that the VRCC through the outstanding performance had been able to promote tourism and agriculture for Sustainable Local Economic Development across the Region.
A plaque was also presented to the immediate past Acting Regional Co-ordinating Director, Mr. Prosper Afenyo under whom the VRCC maintained its ranking as the Best Performing Regional Co-ordinating Council in 2021.
The Hon. Regional Minister, who received the citation and plaque on behalf of the Regional Co-ordinating Council, expressed his profound gratitude to the Local Government Service for the recognition. He stated that the feat chalked was through effective contribution, hard work, dedication and commitment of the staff of the VRCC.
He therefore dedicated the honour to the Almighty God, the staff of the VRCC and the people of the Volta Region.
He stated that the VRCC would not relent in its effort at championing the development of the Region to transform the lives of the people.
He thus entreated the Municipal and District Assemblies of the Region to strive to deliver quality and better services to the people at all times.
