BACKGROUND

Article 21 (1) (f), of the 1992 Constitution says “All persons shall have the right to information subject to such qualifications and laws as are necessary in a democratic society”. Parliament, furtherance to this, passed the Right to Information ACT, 2019 (Act 989). On 21st May, 2019, His Excellency, the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo assented to the ACT.

The RTI ACT 989 seeks to foster a culture of transparency and accountability in Public Institutions through access to information. VRCC, in compliance with this law, has created The Right to Information Unit, located in the premises of VRCC  with Mrs. Josephine Dake-Abrahams as the Information Officer and the Head of the Information Unit per the RTI ACT Section 3 (3) (b).

All persons seeking information are to download and complete the RTI APLICATION FORM with a copy of their Ghana Card and forward same to rti@voltaregion.gov.gh. You may equally submit your applications at the VRCC RTI Office with a Ghana Card.

SENSITIZATION OF RTI ACT 989 FOR MANAGEMENT AND STAFF OF AGOTIME-ZIOPE DISTRICT ASSEMBLY.

The management and staff of the Agotime-Ziope District Assembly in the Volta Region were sensitized on the Right to Information (RTI) Act on the 16th June 2023.

The District Coordinating Director, Mr Akuffo K. Reuben in his opening address mentioned the need for every staff to be abreast with the ACT and its implications for every staff.

The Right to Information Officer for the Volta Regional Coordinating Council (VRCC), Mrs. Josephine Dake-Abrahams took the participants through the essence of the RTI Act, its background and legal foundation, the application procedures, The Commission, review and appeal mechanisms, exempt clauses, sanctions amongst others.

The Municipal Information Officer/Acting PRO of the Municipal District Assembly, Mr. Richmond Abake, advised staff to follow the tenets of the law which in the long run will help in deepening the nation’s democracy and equally strengthening its Institutions.

The program which was held in the Assembly’s Conference Hall was well attended by about Thirty Seven (37) management and staff.

The sensitization program was a very interactive one with staff and management asking very practical and relevant questions which were all addressed.

In his closing address, the Coordinating Director expressed his heartfelt appreciation to Mr. Abake and Mrs. Dake-Abrahams for the knowledge impacted.

SENSITIZATION OF RTI ACT 989 AT GLOBAL FM
The Right to Information Officer for the Volta Regional Coordinating Council (VRCC), Mrs. Josephine Dake-Abrahams on the 19th July, 2023 was at the Global FM station, Ho to sensitize the listening public on the RTI Act.

The discussions took place at the main studios of one of the most listened and widely patronized FM stations in the Volta Region, the Global FM in Ho. The program was hosted by Miss Jocelyne Aforlah with Mr Selorm Abotsi, RTI Officer for Ho Municipal Assembly also in attendance.


Jocelyne in her opening remarks made the public aware of the passing of the Act in 2019 and also stated that the station has dedicated the whole of July to the sensitization of the Right to Information.


The discussion was centered on the importance and the benefits of the RTI Act, the procedures and processes for applying, the officers responsible for handling the requests at the Public Institutions, exempt information, The Commission set to oversee all RTI activities, fees charged if any, amongst others.


The discussion was a very educative, interesting and interactive one. The host asked
very pertinent questions especially regarding the exempt clauses.
The morning show host expressed her gratitude to us for educating the public.
